They are using the term "hacking" to describe offensive penetration testing regarding security, not "hacking" as in the action of "creatively overcoming a problem" or just generally programming. One would think the paper would start by defining what "hacker" and "hacking" is referring to in the paper, but they don't seem to do that.

I also note that it averages 4.55 languages per respondent.

Updated for clarification. The context was the overall responses to the study:

"In total, we received 43 responses. As not all questions were mandatory, the number of responses for a given question may be lower than the total number of participants"
