I've started collecting them, I'm thinking about how to remove some of the load on the Mods.

Looking at your example in light of Jacque's overall question I would say, this operator is either paid directly or indirectly to promote the site. I don't know/can't tell if that's a long play "in order to influence the discussion" or just promote installs for compromised software.

As much as people expect sockpuppetry, many innocent new accounts are wrongly classified as well. It's one reason I keep showdead on.
I know you can sometimes vouch for a comment, but it would be nice to be able to click a button that gives an explanation of why an account was shadow banned (assuming that doesn't violate privacy or something).
Users with enough Karma can flag a post for breaking rules, being blatant propaganda, etc. Enough flags and it drops rapidly in the rankings or dies; depends on how many [flagged] hits it gets. Higher karma users can vouch for a flagged post, which is kinda like a reverse flag.
[dead] means mods killed it.
I believe comments can end up in just [flagged] but not [dead] only if a moderator removes the [dead] flag - at least I think I've only seen it on comments a mod replied to.

which is true, but I think it misled you a bit. It would be clearer to say: A submission that's flagged to death will have both [flagged] and [dead] tags.Agreed dang, however even with the fine filtering, non expected events occur, hence the load on the Mod/s to inspect the autokilled, else the [Dead] submissions would be sent to null and not the DataBase.

Sometimes hard to tell if that's just the echo chamber or bots, but this is a simple, text-based forum and I'd imagine GPT-3 does really well here...
Non-commercially it must be a thing too (not sure what you're alluding to).
Then if someone's area of interest gets traction on HN, then surely HN is targeted too.
At scale, it's just another website.
Propaganda, as I understand it, is not meant to persuade but to disrupt, to paralyze, to prevent functioning: Some people are diverted from the reality by the falsehoods, others are divided, and it makes discusion seemingly impossible - just like disucssion of public affairs in the US right now. Just like discussion of propaganda on HN - the propaganda campaigns have arguably shut down discussion of themselves - they operate but we must pretend they aren't. They've succeeded (so far).
That's not to discount efforts dang has made to deal with them - it's a tough, tough job, and who knows what HN would look like without dang's efforts. I don't want to imagine. But forbidding discussion of it is what the propagandists seek (again, as I understand it).
The solution IMHO is not a blanket ban, but to ban the techniques of propaganda: Inflammatory language (including exaggeration), unsupported claims, non-specific claims (college students are wasting their money - which students? on what?), etc. Create a higher standard for inflammatory topics: Non-inflammatory language, non-intolerent, make specific claims, support what you say, maybe more. Then we can talk about propaganda too.
