RFC: Remove support for Russian Elbrus processor

free software means free code not free development (both as in freedom).

It would be free even if they intentionally and maliciously refactored the code just to make future backports harder.

Honestly both stances are easily defensible here, but if Elbrus was a development drag this would be the perfect moment to reevaluate support.
