i myself suffered from sanctions like that. i am belarus living in ukrain kyev for half year. and my accounts where blocked on some job seeking site. they did not unblocked after i sent them my ukraine id and my shot of anti lukashenko posts 15 years ago(long before others started to protest).
so it makes me even more crypto/anarchy oriented than before.
ukrain now is very nationalistic, which ok. so it makes life of edge like me dangerous.
I did not sanction random Americans when they invaded Iraq. It isn't entirely comparable, but that sounds pretty stupid, doesn't it?
It also doesn't sound like a deescalation tactic to me and might even fortify support for Putin if you sanction people that cannot influence the situation at all. It even lends credence to the narrative of Putin that Russians are discriminated against.
This is not a true statement. People do not have the option to stop paying taxes because they disagree with policies or actions of their government.
