Translated: "We offer Russian soldiers a choice: to die in an unjust war or a full amnesty and 5 million rubles in compensation. If they lay down their arms and surrender voluntarily"
My Thoughts: Pay all Russian POWs $20k or something.
If you happen to surrender a tank, your tank crew gets an extra $200k.
Happen to surrender a destroyer, your boat crew gets an extra $300 mil.
Disincentives fighting to death, and strongly encourages getting into unwinnable situations while giving plausible deniability to being a traitor.
