Well, there are self-professed, actual nazis in the Ukraine military, so not really surprising that Africans and Indians are being beaten up.

The Ukrainian representative to the UN actually threatened the safety of Indian students in a sneaky manner when India abstained during the UNSC vote.[1] Soon after, Ukrainian border guards beat them up.

Africans suffering a similar fate as well.[2]

Even the Chinese are worried about their citizens being attacked due to their nationality.[3]

Russians are literally bombing residential districts, this is what he was obviously refering to when he asked India to vote against the invasion.
