WSL2 is just a Linux VM running on HyperV.

Hidding in a cave? That is exactly what WSL 2 is, Linux running directly on top of Hyper-V.

Not because it'd be any good, but because it'd be cheaper for Microsoft.

Just like Linux only started getting all the money from IBM back in 2000, because it was cheaper than Aix and a good way for IBM to disrupt Microsoft offerings in the enterprise.

Kernel drivers can also put behind a compatibility shim if desired, see e.g. https://en.wikipedia.org/wiki/NDISwrapper

But it's also not like Windows has ever had the same backwards compatibility guarantee for drivers as it has had for applications.

Only if it's from Microsoft.
