In situations like Ukraine, and in crises caused by natural disaster
what is really needed is highly flexible, resilient mesh internet via
Yggdrasil/BATMAN type protocols. One thing we've really failed to do
as hackers is break into mobile devices at the radio-head
level. Obviously the powers that be in our own countries _really_
don't want that, but the way the world is turning these days it's time
to crack that and at least have a ready to deploy overlay internet
that springs to life when the "official system" gets turned off.
Could Elon get terminals in? Are there enough uplinks in the countries around Ukraine? Starlink doesn't just magically work everywhere, it relies on ground stations with uplinks (just a few of the Starlink sats have inter-satellite links and IIRC many of them have been moved to support Tonga). The terminals also requires about 300-600w dependent on the location so isn't easy to run with limited power or on batteries.
Uplinks: Poland began service in September 2021. Service to west and central Ukraine should be possible now, depending on where the Polish ground-stations are located. Additional ground stations could be rapidly deployed to Poland's eastern border.
Supplying user terminals: Ukraine has borders with Poland, Hungary, Romania and Moldova so all possibilities for transferring to Ukrainian authorities.
