The NFL does not permit this form of ownership structure for any team, excepting the Green Bay Packers, as their nonprofit ownership structure had been in place for several decades before the ownership restrictions were imposed, and the Houston Texans (partially owned by local governments) as they are also grandfathered in (with respect to being owned by the government).
