That said I consider it to be, first and foremost, a packaging strategy for a production server application.
Yes, compose is nice for easily bootstrapping a development environment where you need vendor software as well.
By why do I have to use it for literally everything? The hilarious irony that is Docker on macOS for example. The OS has completely failed to innovate in the server space (intentionally, if we're being honest) and we are literally stuck burning CPU cycles on a Linux VM just so we can use Docker. Same story on Windows, even with WSL.
I way prefer a good package management system with static binaries built for each platform. If a cross-platform strategy for this existed, as well as a "compose for binaries" I'd be very happy. Run them all on my host network since that's basically what I want anyway.
As it stands right now, there is almost zero reason a web developer should use anything but a Linux box, since it's the golden standard deployment target.
Linux kernel namespacing has made platforms beyond Linux a total joke, requiring Docker everywhere. If we refocused on binaries maybe this could return some sanity to other platforms.
There are generally ways to package servers written in interpreted languages alongside their runtime as platform-specific binaries as well.
Of course, ignore this entire comment if you are a native app developer, but given that the thread is about Docker, I'll stand behind this 100%.
