Are you using CloudFlare DNS, CloudFlare and Archive have a Long and Public Disupute over DNS or rather eDNS
I had to complete a captcha before Cloudflare would let me go to archive.is.
I get this when using iCloud Private Relay. Not sure if it applies to you, but turning off the relay feature fixed the issue for me.
