I’ve seen this for a long time in Windows, where any prolonged I/O brings the entire system down to its knees. But it also seems to affect macOS (which is based on FreeBSD) as a system, though it’s not as bad as on Windows. Has Windows improved on this over the years? I’m unable to tell.
