University students in UK should apply for refund if unsatisfied, says minister

Yes I agree, students are not consumers, but this depends also on the type of legislation, for example in UK and USA this could be true for the private universities but in other EU states, in the public universities, students are not consumer.

If students can be considered consumers also in public university, then, they should request the refund to ministry, and not to the school.
