What's an effective service to search YouTube videos?

The in-built search on YouTube serves 12 results before showing you what 'People also watched' i.e. irrelevant bullshit.

Is there a service to search YouTube that actually works? Like it did back in 2005 before YouTube was purchased by a search engine?

Not a dedicated option, but Bing is fairly competent as a video search engine. I don't know how good their indexing is in reality, but you can search with a "site:YouTube.com" to limit results to YouTube.
