I wonder to what degree a Ford(Michigan) title can be fiddled with at the dealer level to obscure a sale/lease in case Ford Motor Co really means this and has the ability to halt a vehicle in it's tracks, like many theft apps can?

The ability to flip a place on a list for gain certainly can be rendered illegal by State Legislation - if the state cares, but it seems that many others also hate the idea, theater tickets etc come to mind.
