Ask HN: Start online community in a village/small city

Recently i moved back to home town because of WFH after working as a SDE for 3 years in a Tier-1 city.

Now, i have few ideas which can solve various problem around a small village/city. I'm trying to take tech first approach because most of the people here use mobile/internet already.

What do you suggest i should do to create a small community online ? I mean i can develop an app/webiste but how do i approach people to tell them about my ideas ?
