(And Microsoft just straightly ignored and broke it. Twice. One on docs.microsoft.com and another on microsoft.com.)
However, while they are opting users in by default, at least they are being transparent about this, as I learned about this when I received a prompt that was similar to [2].

The setting was automatically enabled by default for me after the 96.0.1054.53 update. Users are shown a prompt like [1] that indicates that the setting is active, but users have to go into Settings to turn off the feature.
