It's not a judgment on the goodness or badness of the person in any case. Musk does manage to get his name on the news a lot and is (was?) the richest person, I guess that counts for something for Time. I think his reputation is going to collapse spectacularly in the near future, right now his bizarre behavior is all papered over (for some people) because Tesla is doing well in the stock market.
