They don't think it has anything to do with the push to not punish / look into thefts under X dollars?

If I was in trouble for money I don't think I'd even consider not robbing under such generous terms.

700k losses on 1b in sales is a 0.07% hit to their margin...

this barely sounds like a problem from that perspective.

There could also be a significant hit to sales - nobody wants to be anywhere near a robbery, so those people shop online.

That is a pretty weird perspective. If a flash mob stormed your home and stole 0.07% of your yearly income, I’m pretty sure you’d consider it a problem even if the relative amount isn’t higher.

I would not.
