It sounds like it's Bazel for JavaScript. Does it ensure hermetic builds? If so what technique do you use to sandbox build steps?

As far as I know Bazel uses a temporary directory with symlinks by default, or sandboxfs if you have it. Pants uses a database that it writes files to disk from. I have a PoC build system that uses seccomp.

What does Turporepo do to prevent undeclared/missed dependencies?

I'm more of a supercharger person myself, but Turbo's are good too. ;]
