This idea is not bad. I would just add that there should be an option for parties with mutual trust to exchange without cost.

Your bank is going to increase your fees to cover the cost of sending mail to you, so the process is a pointless waste of resources in that case. This illustrates the need for a free mechanism between parties that trust each other.
