Two essential caveats

1) Includes exemptions. Fair enough.

2) Not mentioned is the level / completeness of staffing. That is, you can start with 60%...remove employees from the universe of all employees...and end up at 93%. Put another way, jab-rate is not a proxy for staffing rate.
