About half of the transportation dollars in the bill are dedicated to Amtrak and urban transit, modes of transportation that carry less than 1 percent of passenger travel and no freight. While the other half appears to be dedicated to highways, much of that will be spent on projects that will reduce, not maintain or increase, roadway capacities.
Also a bit rich of the author to link to ti.org to prop up the claims - a site he runs (and which looks like it time-traveled here straight from 1997).
I'm not saying the article is without merit, but it is utterly partisan, and like so much online and traditional publications in the US, it is critical to know the lens through which it has been written.
I find it increasingly difficult and tiring trying to find genuinely balanced/non-partisan analysis about important topics such as this, the spending of vast sums of our tax dollars.
