By this measure we got to about this in Canada a while ago. But the population under 12 remains important for transmission. Before the Ontario gov't stopped publishing stats with a breakdown by age/vax status, the 11 and under grouping was averaging about 7/100k new cases a day, higher than the population-wide average at the time (though a tiny bit lower than the unvaccinated adult population). If you include the under 12s, Ontario is at 77% fully vaccinated; if you don't, it's 88.59%.
Politicians like to throw around the "% of eligible" number because it sounds higher. But there's still a long way to go.
