Ask HN: How to read a CS research paper?

I want to start reading more CS research papers like this one: http://ilpubs.stanford.edu:8090/422/1/1999-66.pdf

Is it important to know the structure of a research paper like what an abstract is? Or should I just dive in and start reading? Is there anything I should know before I start reading these? Obviously some papers will likely require some amount of background knowledge, and in some cases I may be able to slide by with Googling terms and concepts as I read.
