This is an interesting response for me, the FCC seems to be able to act boldly and unilaterally when it is a surveillance issue but they can't go after spam callers? I'm trying to figure out if this is a foreign policy move by the state department using the FCC as proxy, or an FCC move trying to show itself not to be a powerless agency.
