And US might be using them because Apple/Google are American companies and can just be sent a National Security Letter along with a gag order.

Which they can’t do - by design the location, etc in the apple/google protocol can’t be extracted by anyone without the tracked individual providing the key material

TraceTogether was already in wide-scale use in Singapore before Apple + Google’s exposure notification system was released.
