This is a known problem and hopefully some of the new proposed siren sounds will mitigate this.
A few times, I've seen police or ambulances race up to a building where they've been called, then get out and loiter while waiting for something else--immediately burning off whatever time they'd saved by speeding and running their lights.
Emergency vehicles fly through city intersections that have obstructed views due to stopped cars. It's very unlikely they could stop in time if a pedestrian/kid happens to be in the intersection.
We have the technology for advanced dispatch system where high-speed could be authorized only in life & death situations and only for the closest responders.
