Best practices when it comes to ecommerce marketplaces?

If you were to start an ecommerce marketplace (need to gather both sellers of the product and buyers).

What's the best platform? (ie.Magento vs others) What's the best way to kickstart it? How much should the dev + design cost, roughly speaking (of course it depends on quality, but just need ball park)

Thanks for your feedback!
