I think this is an interesting comparison. Arguably, Netflix (and cable companies before this) have directly influenced what types of TV shows are developed and viewed. I could theoretically create an independent TV show and air it on my own website, but if it isn't picked up and put on Netflix I would have a (relatively) tougher time making money on it.

I'd say Spotify is less an ad company than YouTube. However, premium users are subject to ads on podcasts produced by Spotify [1]. This means that for podcasts Spotify owns, they essentially have the same constraints as other ad-supported platforms.
In Joe Rogan's case, this type of censorship hasn't happened. I suspect this is because Spotify hasn't become the ubiquitous distribution network for podcasts yet. It's hard to dictate what creators do when they have very clear, equally viable alternatives.

Rogan said this was happening on YT and that Spotify has backed him up when employees ask why they let him say whatever or have anyone on.

I'm not here to debate the finer points or merits of his podcast. It's not my cup of tea, but I respect the fact that many people enjoy his podcast greatly. I have no comment on the content because it's not super relevant to my views on this topic. All that matters is the fact that he is being "censored" (and I mean this in the social cooling respect) on YouTube, and not on Spotify.
I refer to him as the "creator" because ultimately, he decides if it streams on YouTube or Spotify or some other unnamed service. In that respect, Joe Rogan has the same relationship to a platform as any other classic content creator. The format or content of his podcast doesn't change that.
My point was that Spotify isn't "censoring" his podcast because if he was streaming on some other service, he'd get just as many viewers. This is because Spotify isn't the dominant podcasting platform like YouTube is for online video. It's possible that Spotify would choose to "censor" his podcast in a similar way if they were dominant in the podcast space.
