This is the country where people have been summarily executed for driving while black. I'm sure the DOJ can build a criminal case against Facebook under the RICO statutes or some anti-terrorism statute that will let them put criminal forfeiture on the table.
Besides, Facebook is incorporated in Delaware. They didn't get their corporate charter out of a Cracker Jack box.

That state's attorney has the authority to petition the state's Chancery Court to have Facebook's charter revoked. The General Assembly has authority under the Delaware state constitution to ensure that corporations that engage in malfeasance can forcibly shut down.
