For Merkel's generation in East Germany, nudism was a popular form of youthful rebellion (and Europeans are generally less puritanical about nudity than Americans). When some old black and white pictures of a group of young nude German women turned up with one of the women bearing a striking resemblance to a younger Merkel, Merkel's response has always been, "No comment."
