I think Tesla is kind of counting on regulators to step in at this point after promising to open it up for
good drivers who paid for FSD in 2 weeks. Otherwise they face the choice of a lot of bad press from FSD accidents which will definitely happen given the current state of FSD or telling all their paying customers that they're bad drivers. If they get blocked they can redirect customer angst to the government.
