This is a very interesting question.

Almost like saying: how do we keep gravity from eventually creating a few giant blackholes?

Granted, we can't change physical laws. But if we could, we would clearly need some sort of anti-gravity that kicks in just passed the point of a black hole.

So I guess there needs to be some benefit of not being a monopoly.
