When you're this deep into national security, it is best to assume the story you are hearing is a lie, most likely of omission.
Note that I'm not saying this is the case, but likely there is much we do not know. If you're interested in this, I'd recommend two things - the first is a book [0] written by a practitioner in the field of counterintelligence; the second, a rather violent, but extremely provoking movie [1]
I call it as 'workplace injuries'. But the Government is more willing to blame 'adversaries' than admit any liability to millions of dollars in Workers' Compensation Claims.
And besides that they already know which nation state is behind those microwave attacks. They just choose not to publish it, which is fine. Just don't spread silly allegations.
That'd be a first. The US Administrations are always extremely fast to blame somebody. Usually before any investigations are complete.
Only joking off course, but how portable could this sort of equipment actually be?
