New San Francisco Initiative to Pay Individuals Not to Shoot Others

I'll make a wild prediction (I know, it's a tough one), but shootings will increase. The real question is what in the hell are they thinking.

What is happening in San Francisco ?

This rewards men who shot people in the past and thus became eligible for this program.

That can't be right... if you've shot someone you're eligible for the bennies but those who have a years-long record of non-shooting people aren't?

The article must be confused, that's irrational and immoral.
