The FA contains the hint of a suggestion that the BC authorities believe that what a medical exemption permits, is a person who would be harmed by any vaccine may instead go around without vaccination, and potentially spread the virus. This in their eyes must be risk-taking which the BC authorities don't want to accept. So, by their lights, a person who should not take the vaccine should not go and do those things that vaccinated people would be allowed to do. I don't think this is so strange.
