I imagine that somewhere else on earth there are locations receiving historically unprecedented amounts of rainfall. Or is it the case that there is less water in the atmosphere due to changes in composition?

Many places are ill equipped to absorb heavy short bursts of rain (which seem more prevalent in my area), shunting the water into the rivers and oceans using down sloping ditches and canals, instead of holding and absorbing the water in horizontal features like pooling ponds, terraces or even just horizontal ditches. Loss of healthy topsoil doesn't do good either.
