As a traditional (Electrical, control systems and functional safety, so foot in each camp) I would say a good measure is generally engineers start with a well defined and fixed goal they iterate towards with few changes to the target outcome - you would not expect a bunch of engineers to get half thru building a bridge then suddenly decide it was going to be a ship.
