The distribution of carbon emissions vs income follows a power law. Globally, the top 10 percent of families by income produce the bulk of carbon emissions.

A 'One child per woman' policy would fix that problem in one or two, possibly 3, generations to get the population down to levels which are indefinitely sustainable.

That would allow ground water to replenish, fish numbers to recover, and CO2 levels to start dropping.

The biggest polluter in the world is the us military. A handful of corporations are responsible for the lions share of the rest. Blaming individuals for existing in too high of numbers is a deliberate strategy to avoid fixing the real problem.
