What exactly does "..and for other purposes" mean? Seems unnecessary and tyrannical to me.

That would be the "pork" provision.

That lets them load the bill up with other, unrelated pet projects, and still technically be under the umbrella of the title.

I get the incoming requirement, at least for foreigners.

But I think it's a human rights violation to prevent your citizens from leaving and entering the country.

I'm in favor of the idea, I just think it's going to have problems.
