People will just go back to use normal cameras for photos where there is no scanning, the bad guys will use that anyway. It makes no sense for Apple to do that, unless they are preparing for something more big.
What if there is a chat app(like WhatsApp) that saves the photo on to the gallery? Someone can send such a photo, apple scans it and notifies the authorities.
