College lecturer charged with starting blaze near Dixie Fire

Soooo many details left unspoken. Why was he stopped, and moreso, what prompted the cop to put a tracking device on the car? Is there some flag that pops up when the license is run that says, "put a tracker on there"? That would require a warrant, I take it? Why was Maynard a suspect to begin with?

I'm sure it will all come out later, but that one paragraph set off a bunch of questions in my mind.
