There are plenty of examples of the first two conditions, but I don't recall any that meet the third one.

I’m in Europe and have also seen a lot of stories out of Belarus. I doubt the governments here were all in on the plan.

The administration changed, the people in DC, largely, did not. When presidents change only the political upper echelon changes. The ppl who do all the planning and all the work stay.
