My interpretation of Believers is that it's meant to be commentary about Jehovah’s Witness and blood transfusion for children.
As such, leaving that connection as a bare footnote, with no additional commentary about that human connection, and existing legal structures, leaves the piece using the sorts of simplistic portrayals that must be made in a 1 hour TV show.
It also feels cherry picked for leaving out discussion of "Confessions and Lamentations", where the Markab on Babylon 5 die because they didn't socially distance while they wait for a treatment to be developed.
I've forgotten why they insisted in being in the same room. But suppose Bab5 security staff forced them to separate - how many might have survived? Given perfect hindsight, should they have been forced to separate?
