Vaccine pass: Business that takes documentation to generate DCC?

I have a friend that is vaccinated from $COUNTRY. Is there a business or service I can pay to take the documentation from this individual and get them into the DCC database, so that they can have a QR code and enter Europe?

Obviously I am looking for a legal way to enter Europe. I am a european citizen, and I have been scouring the rules - and the only sure thing is a vaccine pass. However, information on the DCC is ... very little to be honest. I have a vaccine pass for myself, but I am not going to travel. I got one after I got the second shot.
