in what quality though? Because the advantage of using RAW+JPEG is that you can set 90%+ quality settings for JPEG in the camera.

(I've only just gotten a decoder working on CR3 to the extent where I can extract those, though. One thing that hasn't changed since the OP is that camera manufacturers are still determined to making parsing their custom formats impossible by documenting absolutely nothing. Good hardware, terrible software.)
JPEG basic with Nikon. I'd assume it's the same for the other manufacturers, although that's guesswork.
The newer cameras (Nikon Z for example) don't just include a single JPEG either, but multiple smaller versions for e.g. rear LCD display, which can also be of higher quality.
