When recruiters proliferate your data across companies

Earlier I was angry with recruiters sending my information to their clients without concent, and also informing the employers if an employee had floated the CV. My experience has been that recruiter use the policy of spray and pray and appeasement with their clients. But recently I have also started realising that recruiters take information of candidates along with them when they change agencies. This creates a lot of problems.

How do you all handle these types of situations?
