So Google is just passing on the tax to customers. Instead of taxing Google they are just levying a tax on business doing advertising. A bit like those taxes on burnable CDs.
The intention I think is to tax Google, and this is just Google's way of passing it on. It's ridiculous when you look at Google's revenue and profits, but not unexpected at all.
