IMO this makes so much more sense than asking consumers to drive less and eat less meat or whatever they’re pushing.

It's not an either OR, it's an AND.

Have consumers ever come together to solve a global problem?

We phased out CFCs without a consumer rebellion.

Those are religious, not practical, movements.
